Looks like you are using an old snapshot of metis. Can you remove your local tarballs - and let [cygwin] git download the appropriate latest version?

Or download and use: https://urldefense.us/v3/__https://bitbucket.org/petsc/pkg-metis/get/8b194fdf09661ac41b36fa16db0474d38f46f1ac.tar.gz__;!!G_uCfscf7eWS!dgDT-Y8-6OviQz8-EOWxbNfMKo9bSBj18tYI-sFf-iCfuyKZ10s6q3DBpWS1Ha51iWExhoSpsV69NQ8uEN5mq_A$
Similarly for parmetis https://urldefense.us/v3/__https://bitbucket.org/petsc/pkg-parmetis/get/f5e3aab04fd5fe6e09fa02f885c1c29d349f9f8b.tar.gz__;!!G_uCfscf7eWS!dgDT-Y8-6OviQz8-EOWxbNfMKo9bSBj18tYI-sFf-iCfuyKZ10s6q3DBpWS1Ha51iWExhoSpsV69NQ8uTmPyVKM$
