[petsc-users] val grind suppression file

Hm - the file always existed in the repo - and was previously used via env variable. But 'maint' dir was not included in the tarball.

But I see https://gitlab.com/petsc/petsc/-/commit/90544984b0d changed from using it via env variable to a command line option.
