[petsc-users] Get the vertices composing the cells of a DMPlex Submesh

The plex way is to use the transitive closure
https://www.mcs.anl.gov/petsc/petsc-current/docs/manualpages/DMPLEX/DMPlexGetTransitiveClosure.html
and filter out points you are not interested in.
