[petsc-users] Alternate mesh partitioners to METIS/ParMETIS

METIS is (since 5.0.3) Apache 2.0, and thus should be usable by anyone.

The most direct substitute for ParMETIS is PTScotch, which is CeCILL-C (compatible with LGPL).
