[petsc-users] /usr/bin/ld: cannot find -lhwloc

Such problems usually occur when 'compiler enviornment' is different
during petsc build - and this application build.

So things are worked during petsc configure [and build] - but they are
are not working during application build.

So the issue is to figure out why the env is different in these
2 builds.

And in the petsc build - I see:

Using C/C++ linker: cc
Using C/C++ flags: -g -O3
Using Fortran linker: ftn
Using Fortran flags: -g -O3
<<<<

On the application build - I see:

ftn -O2 -no-ipo -traceback 

Don't know if these different options are causing these issues. Its
good to test with default petsc makefiles [which use the same
targets as petsc sources] - if possible.
