[petsc-users] Using edge-weights for partitioning

I agreed, Barry.

A year ago, I enabled edge-weights and vertex weights for only ParMETIS and
PTScotch. I did not do the same thing for Chaco, Party, etc.

It is straightforward to do that, and I could add an MR if needed.
