This is an experimental  work for using mpi3 support of shared memory. The
vector entries are stored in shared memory, allowing direct access by
on-node cores.
You must use it with VECSCATTERMPI3NODE.

where is might be useful?
It was developed as one algorithmic approach of mpi3 vecscatter. For some
tests, it accelerates vecscatter, but we have not seen practical impact to
Mat-vec operations. Let us know if anyone is interested in using our new
mpi3 vector scatters.
