Does it actually "look for a hyphen" or is it just the error message:

    raise RuntimeError('MKL_CPardiso requires Intel MKL. Please rerun configure using --with-blas-lapack-dir=LOCATION_OF_INTEL_MKL')

Configure is supposed to translate the old convention to the new
convention.  Yes, this error message should also be fixed.
