I'm not sure how things are setup - but I suspect:

- one can ssh on to the net [perhaps using a securecard]
- one can scp file to the net [again using the same mechanism]

But once you are logged on to such a machine - I don't think you can
scp or wget or anything [as all traffic in that direction might be
blocked - except through a proxy..]
