The MPI routines will not work until after
import petsc4py, sys
petsc4py.init(sys.argv)
from petsc4py import PETSc
If they fail after this, it is usually a mismatch between the mpiexec being
used and the MPI
libraries being linked.

What most experimenters take for granted before they begin their
experiments is infinitely more interesting than any results to which their
experiments lead.
