Oops, one solution discussed on the petsc-dev fork of this thread is
-ksp_chebyshev_estimate_eigenvalues_random, which should provide
reasonable estimates independent of right-hand side.

I'm not sure whether this should be made default since it makes some
debugging tasks more difficult.
