[petsc-users] fortran binding DMPlexCreateSectionInitial

Hello,
         I know I can use DMPlexCreateSection with numBC=0, i was wondering
if you can provide FORTRAN binding to DMPlexCreateSectionInitial.

My thinking for the above is as follows:
A section is not always related to a problem with boundary conditions. I
just need to lay out some variables for access
