You should be using cygwin python here from cygwin-shell [as per the
installation instructions]- not MS-Python [console].

See the cygwin path above in your bash prompt? Thats what you should be using.
Also you have a typo for SLEPC_DIR
export SLEPC_DIR=/cygdrive/d/TEST_FOLDER_dell/slepc
