[petsc-users] No more BLACS in version 3.4?

BLACS was only ever needed for ScaLAPACK (which in turn is used by
MUMPS).  Since ScaLAPACK 2.0.2, BLACS is no longer needed as a separate
install.  No functionality has been lost.
