Since this occurs in the PCApply_Hypre() it is less likely to be a memory problem (by then most of the memory setup has occurred). The hypre error code of 1 is HYPRE_ERROR_GENERIC which is not really useful :-)
We need to get a better handle on exactly where the error occurs in hypre.
Please do the following:
switch to another PETSC_ARCH where you will build a debug version of PETSc, for example export PETSC_ARCH=arch-debug
edit config/PETSc/packages/hypre.py and locate the line args.append('--without-superlu') add a new line args.append('--with-print-errors') immediately after it.
save the file
run the same configure command you ran before but this time WITHOUT --with-debugging=0
then run make to build the PETSc libraries
then recompile your program
run your program as before. When it hits the hypre error hypre should print some messages about exactly where it hit the problem. Send them to us.
You can also run the program under valgrind and see if it reports any memory corruption errors. http://www.mcs.anl.gov/petsc/documentation/faq.html#valgrind

Thanks for the report. Because of it I will add the hypre ability to print the error messages to PETSc's debug build to make it easier to track down problems like this.
