[petsc-users] Fortran binding for MatZeroRowsColumnsStencil

Hi,

Is it possible to add fortran binding for MatZeroRowsColumnsStencil in petsc-3.3 or petsc-dev?

The attached patch (module line endings, sorry) should do the job.
