[petsc-users] MatSetValues: reorder the values

Have you looked at MatSetValuesLocal()
http://www.mcs.anl.gov/petsc/petsc-current/docs/manualpages/Mat/MatSetValuesLocal.html?
That routine might be close enough to what you need.
