We had enough robustness problems with TSGL that it wasn't thoroughly
tested after rewriting TS ownership semantics. Consequently, TSGL can end
up not properly configured. I believe this is fixed in petsc-dev, but you
are probably better off with different methods right now. Perhaps most
interesting are the Rosenbrock-W methods with adaptive error control in
petsc-dev, try -ts_type rosw.
