[petsc-users] installation of 3.1-p4 under cygwin

When using --prefix - I normally install each package/version in separate
locations. i.e

mpich configure --prefix=$HOME/soft/mpich2-1.2.1p1
etc..
petsc configure --with-mpi-dir=$HOME/soft/mpich2-1.2.1p1 ...
