[petsc-users] MatPermuteSparsify hanging

Okay, I don't actually need it. I ran it until it finally completed (45
minutes for 1 million nonzeros) and it didn't seem to help my
preconditioner.

Thanks for looking into it. Seems like you could leave it in as a
Developer function and note that it is not efficient.
