Petsc configure error

TAU isn't tested with petsc in the past few years. So thing could be
broken. I'll have to check on this.

One comment though.. If you have tau built with mpi - you should use
that mpi & wrappers with tau and not use --download-mpich. [but this
is also likely broken]
