PETSc build system (on linux)

At the top level, there are no dependencies, it just remakes everything.
If you want to remake a specific directory
cd dir; make
or a subtree
cd rootdir; make tree
If you want to rebuild everything in that subtree
cd rootdir; make ACTION=libfast tree
