PCFactorSetLevels does not work?!

   Are you calling the PCFactorSetLevels() on the prec where the
ICC is being used. For example if your * below means 
-sub_pc_factor_levels then you need to use
PCBJacobiGetSubKSP() then get the PC out of that that subksp
and call the PCFactorSetLevels() on that
