It is back in there again in commit 96fb8409 immediately after the 
3.21.4 tag. But if you check out 3.21.4 (0d6defa7) it is missing.

I don't suppose the tag could be moved? Otherwise it looks to me like 
this release is a bit broken - not useable for me anyway.
