Its similar to nested namespace semantics, you “use" the super-namespace at the module level then import the objects at interface of that module. i.e.:

Module foo
  Use bar <—— module contains bop
  Interface 
    Subroutine baz(x)
      Import bop <—— hoists bop out of bar defined in super-scope
      Bop x
    End subroutine
  End interface
End module
