Jeff, you can

  apt install --no-install-recommends petsc-dev

The recommendation comes from libopenmpi-dev:

  https://packages.debian.org/buster/libopenmpi-dev

I'd estimate an exceedingly small fraction of libopenmpi-dev users
actually use coarray Fortran so the recommendation might be wishful
thinking from Alastair.
