The per-issue notification setting is in the right sidebar.

OK, but you just enabled it, didn't you? When I look at whatever issue, it is disabled and still I get all notifications.

I have "Watch" setting for https://gitlab.com/petsc/petsc.

I don't understand what I would have to set if I want to receive everything except a given issue. It looks like the switch is just useful if you have notifications disabled globally and want to enable them for the given issue. Funny behavior.
