[petsc-dev] moving from BitBucket to GitLab

Ideally this should work with either bitbucket or github - but thats
not working as desired.

i.e we would like to primarily test 'pull requests' [or 'merge
requests' in gitlab terminology] - and this feature does not work when
repo is hosted else-were.
