Hi Toby,
FYI: the Random123 license is just what is commonly referred to as the 
2-clause BSD license:
  https://opensource.org/licenses/BSD-2-Clause
I don't see any problem with making a repo for it and using it for a 
PetscRandom implementation (IANAL).
