So you are using compiler wrappers [I meant gcc wrapping gcc]

PATH=/tmp/pkgsrc/fenics/petsc/work.x86_64/.cwrapper/bin:/tmp
/pkgsrc/fenics/petsc/work.x86_64/.buildlink/bin:/tmp/pkgsrc/
fenics/petsc/work.x86_64/.gcc/bin:/tmp/pkgsrc/fenics/petsc/
work.x86_64/.tools/bin:/usr/pkg/bin:/home/prlw1/bin:/bin:/
sbin:/usr/bin:/usr/sbin:/usr/X11R7/bin:/usr/X11R6/bin:/usr/
pkg/bin:/usr/pkg/sbin:/usr/games:/usr/local/bin:/usr/local/sbin

bash-4.4# ls /tmp/pkgsrc/fenics/petsc/work/.cwrapper/bin/
as cc clang++ cpp f77 g77 gfortran ld
    shlibtool
c++       clang     clang-cpp cxx       g++       gcc       imake
 libtool

Ok - lets workarround this.

do-configure:
        cd ${WRKSRC} && PATH=/bin:/usr/bin:$PATH ${PYTHONBIN} ./configure
--doCleanup=0 --with-mpi=0 --with-fc=0

Now I go as far as missing blas/lapack.

So the issue is the compile environment that netbsd packaging tools are
setting up.

You'll have to debug why that doesn't work.
