[petsc-dev] Something is broken in next

Something is broken in next, but not master, for TS ex46. If you run any
of the tests, the convergence is completely different, and the
discretization
error looks different, even though the solver configuration is the same.

If you have pushed to next, think about whether it could have broken
something in Plex.
