[petsc-dev] multiblock.c

As far as I can tell src/snes/impls/multiblock is not included in
the builds in  petsc/master.  I'm unable to find a version of the
makefile that includes this subdirectory.  Is this an oversight
or is snes/impls/multiblock/multiblock.c dead code?  Or am I
doing something wrong?
