Let me have a check.  It's possible I'm additionally doing something
stupid that results in more pushes than are necessary, by calling
setfromoptions too often.

Note that we're happy just running with PETSc master, rather than
requiring released versions.  So if the sensible thing to do is just
leave the setup as it is for 3.7, we'll just hold back (on a known
working state) and just move forward to up-to-date master when the
format management is fixed.
