[petsc-dev] p4est configure error

As I said, I need two passes to get this to work, here is the first
(failed) configure on Cori. With any luck my current configure will work
and I can send that along.
Note, this used to work on Edison, so it might be something not worth, or
even possible, to fix with NERSC's help.
