[petsc-dev] Developer Documentation for DM

1) The DM proper documentation is broken (no page at that link)

2) PetscSFGetSubSF() should be under DMLabel

3) Should be "DMLabel topological selection"

DMPatch is my sad attempt to do things which do not store a monolithic
vector. I will return to it in the spring.
