[petsc-dev] exposing GAMG for extensibility

Hi Mark,

I have a branch up on bitbucket (tisaac/feature-gamg-extensible) that
allows for extending gamg outside of petsc.  I didn't change much---I
added a registration function, moved some headers to petsc-private/,
and allowed for other implementations of createLevel---but since gamg
is your creation, I wanted to check with you before I proceed.
