[petsc-dev] strangness in Chebyshev estimate of eigenvalues

What should I do if the DIVERGE_ITS test fails?  I assume abort.

And I assume I can put these two items (Cheby solve test and put petsc rand
vectors back in GAMG and Cheby) in one branch.
