The point is - once users migrate from .petscrc to PETSC_OPTIONS [and
we keep recommending PETSC_OPTIONS as we currently do with .petscrc] -
they'll potentiall have the same issues with PETSC_OPTIONS that you
currently raise against ~/.petscrc
