[petsc-dev] configure default to --with-etags=0 ?

Will have to check global at some point. etags has been working on many machines
[without special install].

wrt makefiles - we usually do a tags-search - not find-tag - so this
is not a big regression.

I've pushed my changes to balay/update-etags and merged to next.
