[petsc-dev] configure default to --with-etags=0 ?

etags takes a long time on most machines. Should we default to
--with-etags=0?

And its a feature primarily used by a few of us. [and we can use
--with-etags=1 or 'make alletags']

There is also 'git grep' that covers some of the usage patterns with
etags..  [and its much faster..]

There is a tagsfile created in the tarball for users so there is no
issue with taball users.
