[petsc-dev] Addition to BB

I propose we add Michael Lange <michael.lange at imperial.ac.uk> to the PETSc
BB. He will be working exclusively on DMPlex updates for the next 6 months,
and
very likely beyond. His pull requests have needed little to no adjustments,
and
BB has no good way to remerge to master, so I have to remember and do a
bunch
of stuff.
