[petsc-dev] --download-tetgen fails

I cannot wget the new address.  The domain redirects to
http://wias-berlin.de/software/tetgen/ and maybe you need to register
and get a cookie to download.  The license is AGPLv3, so we are allowed
to rehost without the registration hoopla.
