[petsc-dev] configure failed after update of OSX

Yeah --with-make=/usr/bin/make is the workarround.
I'll have to recheck why gmake is prefered over /usr/bin/make. [I
thought I fixed that].
Also can you check if --download-make works or breaks similarly?
