[petsc-dev] adding Report Typo and Errors link to manual pages

Perhaps make the Email Address visible in the URL link?

"Click here to report typos/errors to petsc-maint at mcs.anl.gov".

Make the entire statement a mailto link?  Then anybody who gets in a
confusing mailto situation will at least know what the URL was supposed to
do (open a bug report).
