[petsc-dev] PETSC_DESIRE_COMPLEX vs <petsccomplex.h>

  I made a pull request that simple removes PETSC_DESIRE_COMPLEX and hypre and SuiteSparse worked fine. Please approve or find some reason to reject and we can simplify our life.
