Add the MPIUNI support to 'balay/update-sowing', then merge it into
'knepley/feature-plex-generic-distribute'.  Don't rebase because we
already have one copy of that commit in 'next'.

'balay/update-sowing' makes sense without
'knepley/feature-plex-generic-distribute' so it was right to make it its
own branch.
