[petsc-dev] Get/Restore

We have introduced Get/Restore as the pattern for functions which might
allocate memory. However, its not easy to separate from Get/Set or just
plain Get. When a
function is collective (similar rules), we mark it in the doc header. I
think we should
mark Get/Restore and Begin/End functions the same way.
