[petsc-dev] --with-clean and fortran stubs

I keep thinking --with-clean is used primarily by git users - and 'git
clean' is a better option? This is what I use [git clean -f -d -x]

Yeah - it clean everyting [all PETSC_ARCHes and reconfigure scripts]
