[petsc-dev] Supporting --download-hdf5 in Cygwin?

Thanks, Matt. It would be good if we could get this into master a little
bit earlier since I'd like to send out instructions to the workshop
participants ahead of time so that they can build PETSc and PFLOTRAN
before they get there. But I guess I could just give instructions to
update the particular commit that has the change if I need to.
