Not tested on Windows.  It might work with mingw, but mingw seems to be
something that a packager uses to create binaries rather than something
a user sets up.  I think we should normalize and namespace all the
variables in $PETSC_ARCH/conf/petscvariables.  It's quite inconsistent
now, so it's tricky to keep all build systems in sync.
